17 2024-07-24 Good afternoon,
I would like to ask a few questions as follows: The battery in an Incubator with Radiant Warmer (NICU) is not made mandatory, while in an Infant Incubator, the battery is made mandatory. Why is there a double standard?
Has the battery specification for this project been narrowed down to only one or two specific products?
Training. Will the training schedule be arranged by the hospital or the Ministry of Health?
UPS. Is a UPS required for all products being auctioned?
Thank you for your attention.
a. For infant incubators, a mandatory 30-minute battery is required (integrated or fixed to the frame of the incubator). For incubators with radiant warmers, given the significantly higher energy demand of the radiant warmer, this is made optional.
b. The training schedule will be provided by MoH in consultation with the facilities.
c. While batteries are mandatory for infant incubators and transport incubators, a battery or UPS is preferred for infant incubators with radiant warmer.

18 2024-07-25 Dear Madame/Sir,
We need clarification for the technical spec.s for b/w lines:

Line 88: Restraining Strap : As the infant incubators are used in neonatal intensive care departments of the hospitals,
Restraining Strap is not needed since infant incubator is not transferred. We kindly request you delete that item because most of the manufactures do not have it.
This question is similar to the previous question #5. Please refer to the respective response. This specification will therefore be retained as is Supply Requirements Evaluation Process Technical Evaluation
19 2024-07-25 3. Regarding bidder experience, is the contracting party required to have experience up to the installation process in the specified regions? Or is it permissible if they only have experience selling the product? If the installation process is carried out by a third party, can it be included in the experience of the contracting party? Example: PT. A = manufacturer (bidder) PT. B = distributor (who perFormss product installation) PT. A sells goods to PT.B, then PT.B perFormss installation in the region. Does this fall under the experience of PT.A? If so, what documents can be attached as proof of experience. The required experience is supply and installation of similar medical equipment in all regions (there is no specific region). If the bidder (manufacturer)'s past experience was in the Forms of joint venture with the firm who carried out installation, then such experience can be considered. Bidders (firms) may Forms a joint venture with other firms to enhance their qualificaiton. 21 2024-07-25 Dear Biro PBJ,
For battery specifications in the incubator, we propose to use UPS as a complete requirement. Because the battery function as a system backup with a minimum active period of 30 minutes can be replaced with the UPS function. This may be an input and consideration. Thank You.
While batteries are mandatory for infant incubators (NICU) and transport infant incubators, a battery or UPS is preferred for infant incubators with radiant warmer. Supply Requirements Evaluation Process Technical Evaluation

46 2024-08-02 a. Good evening, I'm XXXX from XXXX. Thank you for giving us this platForms to seek clarification. We would like to request your confirmation on the following questions: To fulfill the specific experience requirement, we may only meet the requirement on installed based data by using data out of Indonesia (Covering Global data based- e.g Europe, AsPac). Therefore, is it still necessary to engage the headquarter in our JV model, considering XXXX is part or the affiliate of the XXXX Headquarter? If yes, what are the reference tender documents which confirm it?

b. Could we utilize the contract experience from our distributor (eg. installation experience from the distributor to the healthcare facilities) without Formsing a joint venture as it still counts as our products?

c. Another scenario, could we use the contract experience/PO/DO from us as principal to sell to our distributor directly?
a. To meet the specific experience requirement, the bidders may use their similar experience in any countries, including experience outside Indonesia. Only the experience of the bidder as sole bidder or joint venture members shall be considered.

b. No, only experience from Joint Venture members shall be considered. Please refer to Section III Qualification Criteria on specific experience.

c. The bidders (either as manufacturer or principle/distributor/sole agent) can use their contract experience/PO/DO to demonstarte that they have similar experience as required in Section III Qualification Criteria.

57 2024-08-05 QUESTION We would like to inquire about the population data required for the SIHREN procurement attachment.

We have an imported medical device (AKL) type A that has already been installed worldwide. Due to the Domestic Production policy, we also have an AKD OEM type B product, which is an OEM product derived from the same imported product with the same principal and brand but of a different type.

Our AKD OEM has not yet been installed anywhere in Indonesia, whereas the AKL product has been installed worldwide. The population of type A exists in many countries, but type B has no installations yet.

The technical specifications require the population data to be attached (mandatory). Can we attach the population data of the AKL type A that has been installed worldwide? Would this be acceptable to the committee or not?
Thank you for the question. Since the AKD OEM type B product has not yet been installed in Indonesia and has no existing beneficiary data, you may attach the beneficiary data of the AKL type A product that has been installed worldwide (demonstrated evidence of successful installation of this equivalent product). The bidder may provide data for AKL type A that is derived from AKD Type B though its a different type, we recommend providing as much relevant inFormsation as possible to support your submission for comittee review, to demonstrate that this is similar or equivalent equipment. Please be reminded Bidder shall clearly specify which one is the actually offered model and provide the inFormsation/data as required under BDS ITB 16.3 Bidding Procedure Evaluation Process Specific Experience
58 2024-08-06 Dear Sir or Madam

We would like to respectfully submit questions for the infant warmers. Our product is meant for warming an infant during transport within a facility or between facilities. XXXX is a non-electric phase change material infant warming mattress, perfected by XXXX and a team at XXXXX. It has three peer-reviewed articles supporting it and is highly cost effective and clinically proven.

The product has been reviewed by the U.S. FDA and found to be not a medical device. A brochure on the product is attached. The material is non-toxic and comes in a dedicated warming thermos for safety.

We would like to submit the product to the 'Infant Warmer' tender (366 units), understanding that though it is not an incubator, it has an important role in the 'warm chain' of keeping an infant warm during ambulance rides, or between rooms and floors of a hospital.

Please advise as to the most appropriate way to be considered for this bid (warming mattress, transport incubator or infant warming).

In addition we would like to submit to upcoming tenders related to equipping community health centers in Indonesia and would like to be included as a supplier on all of your supply lists if you would be so kind as to enter our company.

In addition could you please let us know if other medical devices in this tender need to be CE-marked or FDA-cleared or if ISO/IEC certification is sufficient.
Thank you for the question. We are procuring Infant Incubator, Infant Incubator with Radiant Warmer and Transport Infant Incubator from various brands as long as they meet our requirement stipulated in Technical Specifications Table of Compliance. Also, the medical devices Bidders are required to either provide their Indonesia Product Approval License (Nomor Izin Edar, or NIE) or demonstrate their adherence to any other internationally recognized health, safety, and environmental standard, such as U.S. FDA Clearance, CE Mark, or other. Air Filter: 20 / Unit - Please confirm that we simply need to supply 20 units per Incubator e.g. for Lot 1 it will translate to 132 X 20 = 2,640 Unit.

If this logic is not correct than please specify with an example how many units of Air filters are expected for Lot , we will use the same logic to calculate other items and for other lots.
Thank you for the question. In the discussion, Mrs. Anna mentioned that the product has a weight range between 300 gr and 8000 gr, which is still acceptable. This is because we refer to infant weight references where 8000 grams is equivalent to a 3.5-month-old baby who is no longer categorized as a Neonates and is therefore treated in a different room and does not use an incubator.

1. In accordance with the Pre-Bid Meeting materials on July 24, 202.4, regarding the Price Schedule: Goods Manufactured Outside the Purchaser's Country, to be imported, Section IV-Bidding Formss, page 78.

- Could you please explain the meaning of "Contract Price (to be paid)" highlighted in yellow? As there is no clear explanation in the bidding document, especially in the Forms of a letter of bid.
- The Bid Price Proposal value is the sum of the values in column 10, which already includes the estimated value of taxes and import duties, whereas the value that will be evaluated and paid later is only the value in columns 8 and 9.
Many thanks for the question. Regarding the first question, the yellow highlighted "Contract Price (to be paid)" field refers to the total Contract Value net of Custom Duties and Import Taxes, which will be paid to the sucessful Bidder.
As for the second question, the understanding that the "Bid Price Proposal value is the sum of the values in column 10, which already includes the estimated value of taxes and import dutles, whereas the value that will be evaluated and paid later is only the value in columns 8 and 9" is correct.
