| 34 | 2024-08-16 | We are XXXX, in connection with Procurement of Radiography Equipment ID-PMU SIHREN-395632-GO-RFB we have some question about technical part, would you mine to help us for the question bellow : 1. In the technical section table specifications in point 94, regarding the Power Plug type The Requirement is written “Hospital grade Type F power plug in compliance with Indonesia requirement” is it possible for the Requirement for Type Plug in to be expanded as long as it still meets the Hospital Grade compliance with Indonesia requirements so that it does not lead to specifications on one product. |
Many thanks for this feedback. Upon review, MoH has determined that this specification is not restrictive, and has therefore retained this specification. | Supply Requirements | Evaluation Process | Technical Evaluation |
| 35 | 2024-08-24 | X-Ray , Row Number 68, Criteria: Tools for post-processing of images acquired Existing Specification : The software shall offer, tube and line visualization, bone suppresion Proposed specification: We recommend bone suppression capabilities as optional, as bone suppression is considered as an advanced feature in the industry for mobile systems, not a general specification for general use |

| 36 | 2024-08-24 | X-Ray , Row Number 50, Criteria: Source-to-Image-Distance Range, cm Existing Specification : Device shall have a range from 50 to 200cm Proposed specification:As the industrial standard/common SID range = 55 to 190cm; we recommend to change to range from 52 to 192 cm; previous specs might be referring to a specific vendor/brand only |
Many thanks for this feedback. MoH has considered this input and will update the specification and reflect such changes in a forthcoming amendment to the Bidding Document. Note for prospective Bidders: This question similar question #52 |
Supply Requirements | Evaluation Process | Evaluation Criteria |
| 37 | 2024-08-24 | X-Ray , Row Number 81, Criteria: d) Sterile Covers Existing Specification : Bidder required to supply Proposed specification: Industrial standard/common for Mobile Xray system is without sterile covers as the units is not used in the operating theater / sterile environment. Please consider taking out from the specification requirement |
Many thanks for this feedback. MoH has considered this input and will retain the original specification, as this provision of sterile covers is not restrictive. | Supply Requirements | Evaluation Process | Evaluation Criteria |
| 38 | 2024-08-24 | X-Ray , Row Number 52, Criteria: Horizontal, cm Existing Specification : ≥45cm Proposed specification: We request please change to ≥35cm; previous specs might be referring to specific vendor/brand |
Many thanks for this feedback. MoH has considered this input and will update the specification and reflect such changes in a forthcoming amendment to the Bidding Document. | Supply Requirements | Evaluation Process | Technical Evaluation |
| 39 | 2024-08-24 | X-Ray , Row Number 58, Criteria: Motorized Existing Specification : The device shall be motorized, with brakes X-Ray , Row Number 60, Criteria: Speed, mph Existing Specification : 0-3, mph X-Ray , Row Number 61, Criteria: Maximum inclination Existing Specification : 7 degrees Proposed specification: We recommend motorized device to be made optional (max system weight is 280kg). There are market options/products which are small in footprint, light- weight and easy to maneuver for users with the same good levels of clinical/technical benefits, hence the requirement of motorized device should not be made mandatory. With a non- motorized product, the product's system durability and lifespan can be longer since there is no risk of defect on the motorization parts/mechanics and will be more economical for MOH, taking into consideration TCO being critical. |
Many thanks for this feedback. MoH has considered this input and will retain the original specification, as motorization is very important on devices of this weight. | Supply Requirements | Evaluation Process | Evaluation Criteria |
| 40 | 2024-08-24 | X-Ray , Row Number 24, Criteria: Time to display image Existing Specification : The device shall display the image for preview in a time not longer than 2 seconds Proposed specification: As the industry norm/common display time is not longer than 3 seconds, we recommend this to be updated to 3 seconds. In addition, there is no clinical/technical impact with this request. |
Many thanks for this feedback. MoH has reviewed this input and the specification has been updated to increase the mandatory specification for time to display an image and this will be reflected in a forthcoming amendment to the Bidding Document. | Supply Requirements | Evaluation Process | Technical Evaluation |
| 41 | 2024-08-24 | X-Ray , Row Number 89, Criteria: Dimension, H x W x D, cm Existing Specification : No bigger than 185 x 67 x 135cm Proposed specification: We recommend an update to the specs of "no bigger than 195 x 67 x 135cm." The height requirement for standard doors in Indonesia is 200cm, with the maximum height of 195cm, the system will still be able to maneuver freely within Indonesian hospitals and there is no clinical significance/impact for patients. |
Many thanks for this feedback. MoH has considered this input and will retain the original specification, as these dimensions are not restrictive. | Supply Requirements | Evaluation Process | Evaluation Criteria |
| 42 | 2024-08-27 | Regarding mobile C-Arm and referring to the responses dated 23 July 2024, technical specifications line #11, we have noticed the change of existing specification of "1 to 125mA" to "1 to 50mAs". However, due to the request for a low power mobile C-arm with a power rating of less than 5kW (according to technical specifications line #21), the maximum mAs output is unlikely to technically fulfil the requirement of mAs range of "1 to 50mAs". We recommend to change the requirement to mA range between "1 to 24mA" to match industrial and clinical standards. | Many thanks for this feedback. Upon consideration, MoH will drop these specific criteria while retaining the mandatory Snapshot Mode specification. These changes will be reflected in a forthcoming amendment to the Bidding Document. | Supply Requirements | Evaluation Process | Technical Evaluation |
| 43 | 2024-08-27 | We, XXXX would like to give feedback regarding the Technical Specification for Digital Mobile X-ray that issued by July 2nd, 2024, as follows : Mobile X-Ray , Row Number 68, Criteria : Tools for post-processing of images acquired Existing Specification : The software shall offer, tube and line visualization, bone suppression Proposed specification : The software shall offer, tube and line visualization, bone suppression or similar software to improve the detection of lung nodules and pneumothorax. Remarks : The objective of 'Bone Suppression' software is to clear up the Chest X-ray Images so as to improve the detection of lung nodules and pneumothorax. Different manufacturers have different post-processing tools and technologies to meet this objective of clear up the Chest X-ray Images, improve the detection of lung nodules and pneumothorax. If your tender specification mentions only about 'Bone Supression', this will tilt the specifications in favour of few vendors. However, if you modify the specification as "The software shall offer, tube and line visualization, bone suppression or similar software to improve the detection of lung nodules and pneumothorax.", it will be a unbiased and neutral specification which serves your purpose both in terms of obtaining the best possible technologies and Clinical Outcomes without any compromise while allowing all reputed manufacturers an equal unbiased opportunity. |

| 45 | 2024-08-27 | For the manufacturing experience and technical capacity, it is stated that we need to provide documentary evidence to demonstrate that: a. It has manufactured goods of similar nature and complexity for at least four (4) years, prior to the bid submission deadline; and b. Its annual production capacity of goods of similar nature and complexity for each of the last four (4) years prior to the bid submission deadline, is at least 30% the quantities specified under each lot. We would like to ask your confirmation for this requirement. Does it mean the production capacity can be calculated for the SIMILAR products (different brand, similar specification) the same as with the specific experience capacity or should be specific for the particular products that we bid? |
This question is similar to the previous question #33. Please refer to the respective response | Bidding Procedure | Procurement Regulations | Forms |
| 46 | 2024-08-27 | Regarding mobile C-arms and according to the documented feedback given at the pre-bid meeting on 17 July 2024, technical specifications line #54, we (also) recommend that it is in the interest of MOH and the hospitals to have access to a wider range of models when the resolution per screen is at 1k. Industrial and clinical standards are not compromised for patients procedures, and certainly brings more value for the investment/TCO. For any resolution that is more than 1k per screen, to be fair, we recommend MOH to consider that as an orange requirement for additional technical scoring. | Many thanks for this feedback. MoH has considered this input and will update the mandatory specification for display monitor to at least 1K, as well as add an additional rated specification for at least 2K. This will be included in a forthcoming amendment to the specifications. | Supply Requirements | Evaluation Process | Technical Evaluation |
| 47 | 2024-08-27 | C-Arm , Row Number 54 Criteria : Display Monitor Existing Specification : Dual-Monitor, High Resolution, at least 2K Proposed specification : Dual-Monitor, High Resolution, at least 1K Remarks : While it is completely understandable that the Surgeons or users of the C-arm would like to see the best possible resolution on the display monitor, we would like to draw your kind attention to the fact that the Image Quality and sharpness depends on various factors, mainly based on the RAW DATA of the acquisition system in a Digital Flat Panel based C-arm. For example, if the Raw Data is of 1K x 1K Matrix, and the Display Monitor is of 2K or 4K resolution, the Image Quality still remains as a 1K Matrix on the Display Monitor. And, some manufacturers offer 2K or 4K Display resolution by BINNING the Raw Data to match to 2K or 4K Display resolution which is not the real resolution or not the real Image Quality. And, if you examine the Raw Data acquisition engine of most of the reputed manufacturers in the Digital Flat Panel Based C-arm systems in the market, their core engine offers a 1K raw data acquisition only. In view of these technical nuances, we humbly request you to please modify the Display Monitor Specification as "Dual-Monitor, High Resolution, at least 1K" to ensure that some of the authentic and ethical manufacturers are not left behind and will have the equal opportunity in your prestigious project. |

| 48 | 2024-08-27 | We, XXXX would like to give feedback regarding the Technical Specification for Mobile C-arm that issued by July 2nd, 2024, as follows : C-Arm , Row Number 37 Criteria: mAs Minimum Range Existing Specification : 1 to 50mAs Proposed specification : 1 to 25 mAs or above Remarks : As the tender specification asked is for a generator capacity starting from 2KW, most of the Generators in this range would be able to offer the mAs range usually up to 25mAs, which is sufficient for the surgical applications including UroNephrology applications. Because the tender specifications is for a Digital Flat Panel based C-arm, 25mAs will be able to provide excellent image quality in comparison to image intensifier based analogue C-arms. Also, as per the Global Best Practice Guidelines by various recognized radiology bodies (like American Society of Radiologic Technologists (ASRT) etc.,) suggest to use lesser mAs and more KV in the Digital Flat Panel based Imaging Systems so as to ensure lesser dose and lesser radiation effect to the subject and users |
