Prices quoted by the Bidder shall be fixed during the Bidder’s performance of
the Contract and not subject to variation on any account, unless otherwise specified in the BDS. A Bid submitted with an adjustable price quotation shall
be treated as nonresponsive and shall be rejected, pursuant to ITB 31. However, if in accordance with the BDS, prices quoted by the Bidder shall be
subject to adjustment during the performance of the Contract, a Bid submitted with a fixed price.

Bidder would like to clarify whether the pricing specified in ITB 14.5 can be floating?
For example, USD 10,000 for the first 1-2 years, USD 12,500 for year 3-4. The reason for this inquiry is the fluctuating economic conditions in Indonesia
in relation to the US dollar. As an illustration, the exchange rate of the Indonesian Rupiah to the US dollar five years ago was approximately IDR 14,100 to USD 1, whereas it is now around IDR 16,000 to USD 1.
As per provision ITB 14.5, the price of each Unit (Goods) cannot be floating as per your example. Prices charged by the Supplier
for the Goods supplied and the Related Services performed under the Contract shall not vary from the prices quoted by the
Supplier in its Bid, and these are fixed, unified prices per unit for each lot, and applicable for the duration of the contract. The
unitary contract price is therefore fixed regardless of the year of order or installation during the full contract period..

Bidder would like to clarify that the requirements stated in line 387- line 390 of the Technical Specifications only applies to warranty period (excluding the post warranty period/Year 6-10).
These requirements apply throughout the initial contract durations throughout years 1-5. However, the bidder is also required
to commit to ensuring the deivces meet these requirements throughout years 6-10, and provide an upfront quotation for yearly
comprehensive service for these years, which will be used for the purposes of the financial evaluation. The penalty mechansism
for years 1-5 does not apply to years 6-10.

Vascular Array Coil
We are requesting World Bank and MOH to re-consider “Peripheral Vascular Array Coil” requirement, and to amend to “Peripheral Vascular Array Coil or equivalent coil(s)”, which still supports the aim of Peripheral Vascular MR Angiography & stenosis diagnosis.
A combination of other coils can be effectively used as alternatives for newer 1.5T systems. One example is combination of body and flex coil, which can also achieve comparable image quality and coverage, compared with a dedicated Peripheral Vascular Array Coil. A dedicated coil may also result in low utilization if case loads are low as compared with general multi-purpose coils.
Many thanks for this input, MoH has considered this request and the possibility to include an equivalent coil will be included in
the specifications accordingly in a forthcoming amendment to the specifications.

Under tab “Proposed Consumables and Price”
For the requested consumables quantity of 1,000/year, Bidder would like to clarify whether it is possible for partial shipment to avoid overstock and consumables become expired.
The initial starter kit of 1,000 units of consumables is to be delivered together with the device. The bidder is to identify in the
description any consumables that might expire within the projected use period of one year. Please note that the bidder is
requested to provide a price for further 1,000-unit batches of the indicated and any other relevant proprietary consumables, yet
the MoH retains the right to order these on an as-needs basis. MoH is not mandated or committed to procure an annual volume
of consumables beyond the started kit which is included in the contract price.

19.4. If a Bid Security is specified pursuant to ITB
19.1, any Bid not accompanied by a substantially responsive Bid Security shall be rejected by the Purchaser as non-responsive.

34.6), section (e) Life Cycle Cost – page 58 If specified in BDS 34.6. an adjustment to take into account the additional life cycle costs for the period specified below, such as the operating and maintenance costs of the Goods, will be added to the Bid price, for evaluation purposes only. The adjustment will be evaluated in accordance with the methodology specified below.

If the Bidder is allowed to submit floating bid price, will the methodology used in Section III – Evaluation and Qualification Criteria page 58 number 2. Evaluation Criteria section (e) Life Cycle Cost, be changed to accommodate
the floating/range price?
A floating price is not permitted under this bid. Prices charged by the Supplier for the Goods supplied and the Related Services
performed under the Contract shall not vary from the prices quoted by the Supplier in its Bid. The bidder is requested to quote
the recurrent costs for operation and maintenance, which will be evaluated using life cycle cost analysis and the recurrent costs
of warranty period (Y1 up to Y5) shall be included in the bid price. The annual price quoted therefore is the sum of each price
component based on the bidder's own calculation derived from the breakdown of costs specified in the Proposed Accessories,
Consumbles and Warranty Services table, with a fixed total unit price across this period.

In the technical specifications, it is required that Bidders ensure >95% Uptime Guarantee of the equipment.
Bidder would like to clarify if during the operation and maintenance one of the equipment break down, if and only when required, can the Bidder send the User a temporary replacement during the maintenance?
The Bidder could make such provisions, however the penalty in case of excessive unplanned downtime of the equipment will
not be waived.

In the technical specification documents, bidders must provide a list of the Installed Base for the specific model. However, the bidding document on page 97, Section VII – Schedule of Requirements, states that bidders must quote "the most recent or current models." If the new model has just been launched, with no install base, but this new model is an improvement from a previous version, which have significant amount of install base. Will this be acceptable?
Thank you for raising the question. Similar experience means for MRI equipment as indicated in Section III Qualification
requirement point (b). Therefore, under this circumstance, it is acceptable to specify the experience with prior MRI models
accordingly mentioning the installed based of the previous version for reference.

The Bidder would like to seek clarification regarding the technical requirements specified. In line 106, the neuro function is indicated as PREFERRED (highlighted in orange). However, in line 331, the neurology MRI scan analysis is listed as REQUIRED (highlighted in green). Given that the neuro function is marked as preferred, the Bidder suggests that the requirement in line 331 be amended to preferred as well.
Row 331 and row 106 are refer to two different acquisition modalities. Functional MRI (fMRI) in row 106 measures the changes
in blood flow that occur with brain activity, while MRI displays the morphology of the brain. Therefore, these specs are retained
as is.

24 2024-05-29 Question/feedback 1: Technical Specifications Excel: Line 34 - FOV (50 x 50 x 50 cm) We are requesting World Bank and MOH to re-consider FOV requirements, and to amend to “50cm x 50cm x 45cm”, which is of industrial benchmarks and offers a balance between coverage, image quality, and scanning efficiency without compromising on clinical outcomes.
1. Clinical Relevance & Image Quality- Coverage of Anatomy: A FOV of 50 cm x 50 cm x 45 cm is clinically and sufficiently large to cover the entire anatomical region of interest for all clinical MRI applications, including head, spine, abdomen, and pelvis. This size ensures comprehensive imaging without omitting critically relevant areas.- MRI imaging: For specific clinical indications, targeted imaging of a particular region is often more relevant than covering an excessively large area, which is also clinically unnecessary. A FOV of 50x50x45cm is clinically
adequate exactly for driving high quality and high-resolution imaging of target regions, which is critical for accurate diagnosis and treatment planning.- Artifacts & Distortion: Maintaining a balance between FOV and image quality is crucial. A larger FOV may necessitate an increase in image distortion, potentially compromising the diagnostic quality of images.
2. Minimal Benefits of Larger FOV- Redundant Coverage: For most linical applications, a larger FOV may cover areas that are not clinically relevant, leading to unnecessary data acquisition (i.e. increased DICOM storage requirement) without additional diagnostic value, potentially impacting the healthcare organization’s productivity. - Potential compromise of patient comfort: Some vendors prioritize patient comfort along with great image quality, some vendors may reduce the zdirection FOV in order to accommodate more open-design MRIs (targeted at claustrophobic patients). We strongly recommend World Bank and MOH to factor this and allow the market to offer the best there is out there for the patients, by adjusting the FOV to 50x50x45.

Warranty
Penalty shall be applied due to the delays in preventive maintenance by 30
days after the scheduled date at 0.1% of the Unitary Contract Value of the affected quantity. Failure to perform corrective maintenance/repairs after downtime more than 5 days – penalty quantum 0.1% of the Unitary Contract Value of the affected quantity shall be applied, which will increase to 0.3% of the Unitary Contract Value of the affected quantity per day from the 16th day.

Regarding the penalty for downtime stated in GCC 27.2, please clarify the following scenario:
On the 4th day after corrective maintenance commences, the machine becomes operational again. However, two (2) days after, the machine experiences downtime again. In this case:
Will the 0.1% per day penalty be applicable (or not) since the corrective maintenance is completed before the five (5) days downtime policy?

We urge the MoH to consider amending the specification in Technical Specification lines 42 and 43, regarding the MRI bore diameter to ≥70 cm, which is a requirement that all leading MRI manufacturers can fulfill and is consistent with industry best practices. The industry is shifting to wider bores, and some manufacturers have discontinued the
production of 60 cm narrow bore systems, to focus exclusively on MRIs with a 70cm bore diameter. Wider bore systems allow for greater patient comfort, which is critical for those patients that experience claustrophobia. Further, it permits obese and larger patients to undergo examinations more comfortably. Finally, the wider bore enables the medical staff to position patients more easily for examinations. Adjusting this specification will help to ensure that the Government of Indonesia procures the latest generation, best-of-class MRI systems, and therefore maximizes its investment in this
important tender.
The mandatory specification in row 42 requests a diameter of or over 60cm. A wider bore diameter therefore can be offered and is non- restrictive. We understand that "MR-compatible/conditional Oxygen Gas Cylinders with Stand" and "MR-compatible/conditional Medical Air Gas Cylinders with Stand" are intended for patients who need oxygen. However, there is a duplicate requirement for medical gas in Excel line 304. Installing a medical gas outlet in Zone 4 (MR Room) will provide a more efficient workflow compared to using portable Oxygen Gas Cylinders. Additionally, portable oxygen gas cylinders require frequent replacement/refills, which is a disadvantage for clinical operations.
Therefore, we respectfully request that the technical specification for "MR- compatible/conditional Oxygen Gas Cylinders with Stand" and "MR- compatible/conditional Medical Air Gas Cylinders with Stand" be removed from the RFB, as this feature is already specified under Excel line 301, "MRI compatible medical gas panel and waveguides within RF Cabin.".

The contrast media volume used for MRI procedures is significantly less than CT and Cathlab procedures.

May we please request for a clearer definition of the above requirement, “Contrast Injection Integration”? According to industrial standards, there are two options for “integration”.
The first option requires users to press the Injector control systems and scanning systems together/simultaneously, but they are not synchronized. The second option involves a direct connection between the MRI scanner and the injector control system, allowing the technologist at the MR operator console to manage the flow of injections remotely and in-sync with the scan sequences.

Moreover, there are multiple installations in both vertical hospitals (owned by MOH/Pengampu) and regional hospitals with an FOV dimension of 50x50x45 cm. All these installations have expressed satisfaction with the clinical performance and image quality, as image quality is also influenced by multiple factors such as the number of coil elements and intelligent image reconstruction.
To ensure that all MR providers in the market can bid openly and fairly, we request that the technical specification for "50x50x50 cm" to be updated to "50x50x45 cm".

However, this requires an unnecessarily large footprint due to the additional battery cabinet size of such a UPS. For industrial standards (very similarly to Cathlabs), we respectfully request the requirement of the UPS capacity to be updated to 10 minutes of operation time instead of 30 minutes (for the purpose of safe power-down), as switching from PLN to the back-up generator within the hospital takes less than 5 minutes.
